ii) A formal instruction to Governors to commute in all cases. (This would be open to the same objections as option (i), and would conflict with those provisions in local constitutions which provide for the Governor to exercise the prerogative of mercy taking into account the circumstances of each case and consult his Advisory Committee in so doing.)

Miscellaneous legislative devices:-
a) clearly any form of statutory legislation in the UK is out;
b) instructing Governors to use their reserved powers to force through local legislation
(Governors have such powers in all DTs in the Caribbean except for Montserrat. This exception is objection enough, but in any event such action would lead to fierce rows in the DTS).
