A 1. The British High Commissioner's appeal on behalf of
HM Government for clemency for Mr Tsang Yuk Chung was not successful and Mr Tsang is due to be executed on 5 April.

He will not be informed of the decision until 2 April. Should we now consider lodging a further appeal?

BACKGROUND AND ARGUMENT
3. My minute of 27 September 1990 sets out the background D to this case. In her minute of 1 October 1990 to
PS/Mr Lennox-Boyd, Miss Spencer recommended that, although the Prime Minister should not be asked to appeal, we should instruct our High Commissioner to Singapore to do so. This was in line with the conclusion of the Secretary of States meeting to consider our policy on appeals for
clemency.
