Hong Kong has recommended the following line to take in
response to questions:- "The Hong Kong Government is now considering whether to introduce amending legislation". They are anxious that nothing should be said to imply that a LegCo vote is necessarily binding on the Hong Kong Government. This is no doubt because they anticipate that some awkward motions may be passed in LegCo in future, particularly after September
