THE DEATH PENALTY IN HONG KONG

We discussed this matter earlier and in particular the question of mandatory sentences. You kindly said you would let me have your views and the background to the recent debate about it during the passage of the Criminal Justice Bill. It would also be helpful to know something about our policy on minimum sentencing.
As agreed, I am sending you a copy of the submission we have put up, which sets out the main facts in relation to Hong Kong.
