Please see the attached self-explanatory letter we have received from a Dr. M.H. Sham of the Medical Research Council.
I should be grateful for any comments that you might have on this and a draft reply as appropriate. It is certainly news to me that terrorism was the reason for the French introducing visas for Hong Kong nationals in 1986. I doubt if this was the case.
