SOVIET CITIZENS VISITING HONG KONG

The Head of the Soviet MFA Second European Directorate has raised with us in the course of other business the difficulties which he said were still facing Soviet citizens wishing to visit Hong Kong. He said that applications were made only but that they were not granted. Was there a policy of keeping Soviet citizens out? If there were such restrictions, should they remain?
2. In reply, Mr Lyne explained that we could not direct the immigration policies of the Hong Kong Government. But he undertook to try to find out what the position was and to let the Soviets know.

I would be grateful if you could let me know what the current policy is. Mr Lyne will be seeing one of our Soviet interlocutors on Thursday of this week. It would be helpful if he could have some line to take by then.
