The Ministry of Foreign Affairs present its compliments to the Embassy of Great Britain and have the honour to refer to the latter's Note Verbale N° 168 of 12 October 1987 in which the Embassy expressed the wish to know whether holders of Hong Kong Certificates of Identity who had been granted a French residence permit valid for ten years have the right to а travel document issued by the French Government.
The Ministry confirm to the Embassy that the French long stay residence permit does not constitute an identity document proving the nationality of its holder nor does it confer on the latter the status or refugee. Consequently it does not give any right to the issue by the French Government of a travel document.
The Ministry of Foreign Affairs avail themselves of this opportunity to renew to the Embassy of Great Britain the assurance of highest consideration.
