There was a real feeling in Hong Kong that the United Kingdom was retreating and it was suggested that somehow a positive signal of the UK's permanent interest in Hong Kong.

The most important point raised concerned the USA and their most favoured nation status. Everyone agreed that this should

remain in place. It would be enormously difficult if this was

removed and at the moment the US had to go through a

procedure for reviewing it annually.

The importance of Hong Kong as a stepping-stone to South

China was something to which the businessmen thought the

UK should address itself.

On several occasions it was thought that a politician rather than

a diplomat should be in a high profile position in Hong Kong.
