But while urging Whitehall to do its grudging best, let me report a bit of good news. The Anglo-Hong Kong Trust, founded by Algy Cluff, David Davies and other friends of Hong Kong, has raised more than £3m to set up the territory's first inter- national business school. A third was raised in Britain, the rest from the Hong Kong businessman Dickson Poon. Now the trust will offer an annual prize for outstanding contribu- tions to strengthening ties between Hong Kong and Britain. Someone at least is trying.
