I can see that there may well be trouble ahead on this subject. I had a preliminary word with the Governor and Chief Secretary this morning. The orientation is that we should indeed inform the Chinese, and give them a chance to express their views. They were not inclined to make this a full scale consultation. I said that I had little doubt that we would be rapidly dragged down this road and that I very much doubted when the time came if anyone would wish to take unilateral action.

Both clearly find this prospect unpalatable as indeed do I. But unless we are to drop the scheme altogether I see no realistic alternative.
