Problem
1. Should UKREP JLG now brief the Chinese on HKG's
proposals for the disestablishment and corporatization of
RTHK?
Recommendation
2. I recommend that before we approach the Chinese we
should seek a further assessment of our options in the event
of a negative Chinese response, and submit a draft telegram
to HKG to that effect.

Background and Argument
3.
On 8 October ExCo agreed to the administration's
detailed proposals for the corporatization disestablishment
of RTHK. They also agreed that the Chinese should now be
consulted on the exercise. The background to these decisions is in Hong Kong telno 3182. In brief, in 1984 the
Broadcasting Review Board conducted a public consultation
exercise on broadcasting in Hong Kong. It then recommended that RTHK should become a public broadcasting corporation.
