also cannot, or do not wish to accept a transfer to another public office, they will be required to take early retirement

with compensation in accordance with the provisions of the

provisions legislation.

6. Under the proposals the Board of the new corporation would consist of nine Governors. Each will be appointed by the Covernor of Hong Kong for a period of three years. None will be a public officer. They will be subject to residential

qualifications to ensure that they maintain a firm commitment to

Hong Kong.

7. As a corporation, the public broadcasting organisation will have more management flexibility than it currently enjoys as a government department. But it will not have a completely free rein withrice-tinsmess, as it will be subject to checks and balances which will allow the Hong Kong Government and the people of Hong Kong to hold the corporation accountable for the money it spends and for its overall broadcasting performance

8. Many aspects of the relationship between Government and the

proposed corporation will be unchanged. For example, the Governor in Council will maintain his legal power to give directions to the proposed corporation. Further influence will

be maintained through the annual subvention. Moreover, the
