(b) a member of the Board to be the Vice-Chairman of the
Board,
and may at any time revoke any such appointment.
(2) A member appointed under subparagraph (1) may at any time,
by notice in writing to the Governor, resign from the office of
Chairman or Vice-Chairman.

4. (1) Meetings of the Board shall, subject to this paragraph,
held at such times and places as the Chairman, or where the office
of Chairman is vacant or the Chairman is absent from Hong Kong or is
otherwise unable to act as Chairman, the Vice-Chairman, may appoint.
(2) The Board shall hold at least 4 meetings every year.
(3) If the Chairman refuses to call a meeting of the Board
after a requisition for that purpose signed by 2 members of the
Board has been presented to him, or if without so refusing the
Chairman does not call a meeting within 28 days after such a
requisition has been presented to him, any 2 members of the Board,
on that refusal or on the expiration of those 28 days, as the case
may be, may forthwith convene a meeting of the Board.
