The Licensee may receive via the downlink station any programme signals necessary for the Service.
Each channel comprising the Service shall have a channel identification which shall not correspond with the then existing channel identification of any Hong Kong wireless or cable television licensee.
Programming
The programming and advertising carried on the Service shall be subject to the standards contained in Schedule 2
hereto.
Subscription
6.1 The Service shall not be offered in Hong Kong on the
basis of subscription from Hong Kong residents.

Notwithstanding Condition 6.1 the Governor-in-Council may modify the restriction on subscription at any time should it in its sole discretion think fit.
Where any modification is made under Condition 6.2 the Authority shall notify the Licensee forthwith.
Licence Fee and Service Origination Charge
7.1 The Licensee shall pay to the Director of Accounting Services of the Government a licence fee of $46,000 per annum.

The first payment of the licence fee shall be made within 14 days of the date of the grant of the Licence and thereafter payments of the licence fee shall be made on or before the anniversary of that date in each year of validity of the Licence.
Notwithstanding Condition 7.1, the Governor-in- Council reserves the right to review, in consultation with the Licensee, on the basis of recovery of reasonable administrative costs, the level of licence fee and acceptance of the grant of the Licence by the Licensee shall for the purpose of section 34 (1A) of the Ordinance constitute continuing consent by the Licensee to any amendment to the level of licence fee on that basis.
The Licensee shall also pay to the Director of Accounting Services of the Government a service origination charge on or before the anniversary of date of the grant of the licence and on or before each subsequent anniversary as follows:
