We need to authorize Hutchvision Hong Kong Limited (“HV”), the holder of a Satellite Television Uplink and Downlink licence, to carry radio programmes as part of the "Service" allowed under its current licence, and to downlink (i.e. receive in the Territory) and uplink (i.e. transmit to Asia Sat-I in orbit) those radio programmes. For the avoidance of doubt, we also 10 need to confirm that external broadcasts from the BBC Tsang Tsui Relay Station are excluded from Hong Kong Telecom International's rights of external transmission.

It is recommended that -
HV's Satellite Television Uplink and Downlink licence be amended as set out at Annex A;
Under paragraphs (k) and (1) of the First Schedule to the Hong Kong Telecom International (HKTI) Licence a direction to HKTI be issued as set out at Annex B; and
confirmation that the external broadcasts from the BBC Tsang Tsui Relay Station are excluded from HKTI's rights of external transmission as set out at Annex E, 1
