Little point in my visiting China until familiar with the subject. After three visit to Hong Kong, can discuss wide range of business with Chinese leaders in fuller knowledge

of views of Hong Kong people.

If I had gone to China soon after arriving, you would

have criticised me for not bothering to learn the job and

sacrificing Hong Kong interests to pursuit of British

business. Instead, you criticise me for going too late. In

reality, part of a sensible sequence of visits.

Hong Kong issues

Not a detailed negotiating session: JLG will be meeting in Hong Kong while I am in China.

But the chance to discuss main current issues and make

some broader political points: importance of keeping up momentum in JLG: need for China to work constructively with new LegCo: need to keep up good cooperation over the airport

etc.

4. Will you re-open CFA?

Will not foreshadow details of my discussions.

Position on CFA remains that legislation to be drafted, Chinese to be consulted and LegCo approval to be sought. Will all take time.
