19th plenary of JLG to take place 11-13 June in
Hong Kong.
Progress in recent JLG meetings not as fast as we would
like.

Douglas Hurd raised this during visit to China. We
proposed strengthening of JLG, Ministerial monitoring of
results.
Very much hope that this week's meeting will make some
progress.
Whatever the outcome, we shall continue to press for increased cooperation including expert meetings before
the next JLG.
JLG has large and complex agenda. Much of it essential to smooth transition. In interests of Britain, China and Hong Kong to complete it by 1997 so that SAR can make good start.
