On the basis indicated by Mr Irwin, I recommend that the
Secretary of State should agree to see Mr Checkland briefly and
should repeat that the FCO supports this project. It is of
enormous importance to the BBC in their efforts to launch a
world-wide TV satellite service, and to Britain in our desire to
see good, accurate, and objective news programmes made freely
available to the widest possible audience. Hong Kong Department
concur.
