RE: HONG KONG MF RELAY
As you know BBC World Service in English is relayed by RTHK for 24 hours a day on medium wave.
The Recreation & Culture Branch of the Government Secretariat, which carries responsibility for broadcasting in Hong Kong, would like an exchange of letters to cover the terms of this relay, and after some adjustments on both sides we have now come to a form of words which satisfies both the BBC and the Hong Kong authorities (photocopy attached). The advantage of this agreement is that it nominally continues beyond 1997 the Hong Kong authorities are keen on this and of course we have no objection. I am writing to ask for your formal backing, so that we sign the exchange of letters.
