Mr Furness has collated suggestions from all those people addressed in Mr Tibbers minute of 18 January see Annex. There are some 50 names.

50 people are clearly far to large a number to tackle the types of questions that Lord Caithness appears to envisage: you can not have a brainstorming session with 50 persons. It seems to me that really there are only one of two alternatives. One either goes for an event which includes all the well known personalities in this area: ie all the Lords and other people whom Lord Caithness has probably already seen and spoken to before on many occasions and whose views are well known. You will gather that I am not particularly in favour of a seminar involving these people. The second alternative, it seems to me, is to organise the seminar with people who, while not captains of industry or Lords and Sirs, nevertheless are extremely switched on, keen on the area, and might provide a fresh perspective.
I am not familiar enough with the people on the list nor those not on it but who might be - to be able to say who should comprise the second group of persons I am thinking of. I am sure there are others better qualified than I who could make such an assessment.
