Thank you for your minute of 2 May, which I have

discussed with Mr Burns.

2. He agreed that it was not quite clear what sort of seminar the Secretary of State envisaged. But we concluded that we should work on the assumption that he is planning on a "brainstorming" meeting, with the aim of encouraging open dialogue, new ideas and lateral thinking.

Please therefore prepare a submission on this basis. You should of course draw attention to the potential overlap with Lord Caithness's plans for a brainstorming dinner.
