The Secretary of State has asked for advice about how to arrange a seminar on Hong Kong similar to the one he held on the Soviet Union in April.

Recommendation
2.
I recommend that we invite 8 'outsiders' and up to 12
from within the FCO (more than 20 would risk becoming
unwieldy). I submit a list of names of suggested outside participants.
Background and Argument
3. The Soviet seminar was attended by 15 people altogether: 10 insiders (including two Ministers and the PUS) and 5 from outside the FCO (3 senior academics, 1 journalist and the Political Director of the Aüswartiges Amt, who happened to be in London at the time.) It took place over a sandwich
lunch. The Secretary of State has said that this time he
