The Secretary of State was grateful for your submisison of 29 May and for Lord Caithness' comments as recorded in Mr Tibber's minute of 30 May. The Secretary of State has now agreed to hold the seminar on Hong Kong on 3 July from 1000 1130 at 1 Carlton Gardens. He agrees with

Lord Caithness that we need more outsiders and fewer on the home team. The Secretary of State is inclined to invite:
