OSPA AGM
1.
Please refer to Mr Stenton's letter of 21 February.
2. To the best of my recollection, FCO attendance at this
event in recent years has been as follows: 1987: ODA
Pensions Expert (ie equivalent of Mr Fish) and Desk Officer
HKD, 1988: Mr Fish and Mr Footman (Mr Stone's predecessor),
1989: Mr Fish, 1990: Mr Fish. To the best of my knowledge,
we have never been represented at Under Secretary or Head of Department level.

We have steered clear of this event because, frankly: it
is little more than an occasion at which OSPA rank and file
try to pillory the FCO; we have never had anything new to
tell them.
I therefore suggest a deadpan reply. You have of course already devoted a good deal of your time to OSPA matters.
