I am writing to you about the letter Barrie Wiggham of the Hong Kong Government sent to you on 27 May, about proposals for pension safeguards for retired members and other OSPA members of HMOCS. I am concerned that this letter may have left you, with an inaccurate picture of where matters now stand. and otho BERA Embust
I understand from Barrie Wiggham that the intention of his letter was simply to set out the Hong Kong Government's proposals but not to imply that the proposals had been firmed
Tette up or pursued further. However, I think it may have given you the impression that the Hong Kong Government's pension safeguards proposal ie that HMG should take over the payment of pensions to former HMOCS members at a fixed exchange rate to be agreed, is still under consideration. In fact these proposal was discussed but ruled out at a meeting between FCO, the Hong Kong Government and HM Treasury last October. The sterling safeguards issue is therefore still under consideration.
I am sorry if this is disappointing news but I am sure you will appreciate the necessity of clarifying the present situation.
