A 1. Lord Grey, the President of OSPA, has written to
Lord Caithness about the problems Hong Kong pensioners are facing over the declining sterling value of their pensions. How to reply?

2. I recommend that Lord Caithness send a short reply to
the effect that these matters are under active
consideration. I submit a draft.
Background
3. In paragraph 2 of his letter Lord Grey outlines two options which he indicates the Hong Kong Government have informed him we are pursuing. One is the amendments to SPOS which we have indeed submitted to the Treasury. The second is an option which was ruled out some time ago which would involve the Hong Kong Government making over to us anually the capitalised amount in Hong Kong dollars of HMOCS
