The events of June 1989 and the subsequent political tension, particularly between H.M.G. and the P.R.C., have added to the worries about the future. The future S.A.R. Government of Hong Kong will be a dependant administration to a communist regime that cannot be expected to have a friendly attitude. towards a small group from a former colonial administration. Our future is dependent on the Joint Declaration but we note the statement of

In January 1990 the Chinese authorities announced that a larger number of Civil Service posts in the future Hong Kong SAR Government will not be filled by foreign passport holders; this will further reduce the promotion prospects of those of our members who hope to continue serving Hong Kong beyond 1997.

Despite the genuine concern of our members in relation to their future in Hong Kong and the value of their pensions retirement, and the steps being taken to air these, we responsible civil servants committed to maintaining stability of and confidence in Hong Kong and administration. Nevertheless morale is now suffering and consider that urgent action is needed to remedy this.
