Thank you for your letter of 2 March.

I can only reiterate what I said in my earlier letter about our contribution to policy on HMOCS matters. I believe it is a positive one, although you are of course perfectly entitled to take a contrary view.

The reference in your letter to Saddam Hussain and Kuwait suggest that you might be under the impression that policy on HMOCS matters is the responsibility of one individual or one Department. That is not the case. Policy on this, as on most matters, is made through the joint and collective efforts of several Departments not all of whom have the same interests and priorities. If I may be permitted a comparison of my own, it is rather like saying that every part of a Volvo must have been made in Sweden!
