Many thanks for your letter of 7th. March 1991.
In my letter to you of 24th. February I said that I found it difficult to believe that the official seconded for Hong Kong from had '..any substantial influence on policy..'. Your letter to me dated 28th. February would be regarded by fair minded people
as an attempt to persuade me that I was wrong. You now seem to be saying that I was not wrong. It is nice to have ones impressions confirmed, albeit belatedly.
