Pensions
I am afraid that your comments on pensions fail to address a very serious problem. We do not accept that pensions are purely the responsibility of the Hong Kong Authorities. Her Majesty's Government must guarantee the pensions of all Crown Servants serving in Hong Kong for their service up to 1997 and must provide safeguards for the Sterling value of pensions earned by HMOCS officers in service up to 1997. Such safeguards must also be applied to possible future special arrangements for HMOCS members. Again, it may prove helpful if the FCO could arrange for a briefing to be given on what measures are under consideration to protect pensions.
