HONG KONG: LETTER FROM A MEMBER OF HMOCS: PENSIONS AND COMPENSATION ARRANGEMENTS
1.
Problem
A 1. A letter from a member of HMOCS, Mr. M.J.T. Rowse urging
for an announcement to be made soon on pensions and compensation arrangements.
Recommendation
2.
That the Department reply, offering what reassurance we can, on the lines of the attached draft.
Background and Argument
B
3.
C
Mr Rowse's letter is a follow up to Mr Paul's letter of 9 July 1990 which answered Mr Rowse's letter to Mr Maude of 25 June 1990.
4. In this letter Mr Rowse points out that Hong Kong civil servants including HMOCS members have one year to decide whether to opt for Hong Kong Government's New Pension Scheme. This is potentially an important decision for HMOCS members as it could have a bearing on how much compensation they will receive it a scheme based on an actuarial assessment, is put in place. The deadline is 30 June 1992.
5. We can add nothing new to our earlier statements on compensation or pension safeguards for HMOCS members. These matters are currently under consideration.
6. It would be appropriate for the reply to go from the Head of HKD as Mr Rowse's previous letter was answered at this level.
