SPEAKING NOTE

Chris Glover and I have come to see you today

about matters relating to Her Majesty's Overseas Civil

Service. Chris Glover represents the HMOCS Members of the

Superintendent and Inspectorate cadre of the Police

Force. I represent the views of a large number of

Administrative Officers currently serving in Hong Kong who

are members of HMOCS; their names are attached to the

letter which I shall now read to you.

It may be helpful if we clarify some of the

points in the letter. There is a reference in para. 4 to

the SARG having direct responsibility to a regime very

different from HMG in political principle and practice;

we mean by this a regime that is corrupt and politically

oppressive, and which clearly does not intend to be

fettered by the provisions of the Joint Declaration.

In the penultimate paragraph we say we will take

collective action to ensure that this important issue does

not languish and is resolved at an early date. We are

presently forming an association of HMOCS members serving

in Hong Kong to lobby actively for early clarification of

the issues noted in our letter.
