On 15 May two HMOCS officers, claiming to represent HMOCS members serving in Hong Kong, expressed their concern about the delay in announcing details of compensation arrangements. They left with me a letter of 9 May, which they have copied to Alan Paul, and a speaking note. Copies are attached.

We plan to reply along the usual lines that HKG is also anxious for an early announcement on question and is in touch with HMG on the matter.
While the letter itself is reasonable the terms of the speaking note are rather worrying.
