Thank you for your letter of 9th May 1991 which you wrote on
behalf of Lord Caithness.
Your statement that all serving members of HMOCS will be eligible for any possible future special arrangements is reassuring and I am, of course, aware that AMOCS Officers have addressed you separately on future special arrangements.
The status after 1997 of British Citizens of Chinese or part-Chinese origin remains unresolved and your statements provide no comfort to these officers and their families. Dual nationality is not an issue as most of the affected persons were born in Hong Kong and were previously British Subjects or British Dependent Territory Citizens. However the uncertainty about the interpretation of Chinese Nationality laws by the future Special Administrative Region Government is of great concern and a matter which we request be raised at future meetings of the Joint Liaison Group.
Your reply on pensions and related issues is most disconcerting. The problem has remained unresolved for six years and in the absence of assurances about pensions officers are still unable to plan for the future with any degree of confidence. It has become apparent in our dealings with the Civil Service Branch of the Hong Kong Government that delay is the order of the day as we have been unable to obtain even a timetable for the review which started in 1989.
There are many who do not have full confidence in the provisions of the Joint Agreement and if good government and an effective Police Force is to be maintained in Hong Kong in the run up to 1997 an early decision on pensions is imperative. I should therefore be grateful if you could inform us when you expect to be able to make an announcement on the steps being taken to secure pensions.

where progress is so desperately needed.
