Problem
1. A further letter from Lord Grey pressing for early
action to safeguard the value of Hong Kong HMOCS officers'
pensions.
Recommendation
That we again appeal to Lord Grey's patience. I submit

Background and Agreement
3. Lord Grey, the President of the Overseas Service
Pensioners Association (OSPA), is pursuing the problem of the decline in sterling value of Hong Kong HMOCS officers' pensions. On 30 September Mr Lennox-Boyd replied to his
letter of 19 September saying that matters were still under
consideration. This issue is essentially separate from the question of compensation for HMOCS officers for the loss of
the Secretary of State's protection in 1997, and sterling
safeguards. It is more to do with the operation of the
Supplementary Pension for Overseas Service (SPOS). The SPOS
regulations, as they affect Hong Kong, are unfair and the
ODA have made proposals to amend them. But, as the Minister
