For
costing purposes, the grossing up of the maximum salary of officers by 15% to take account of anticipated promotion is still considered appropriate. It is difficult to accurately project promotions in the next 5 years for individual officers : some officers may get one to two promotions whilst many not get any promotion at all.

It is not practicable to provide the names of officers who will be affected by the Limited Compensation scheme and the Special Compensation Scheme. However, an estimate of the numbers and ranks of officers is given
