In view of the sensitivity of some of the recent telegrams on HMOCS matters, I should be grateful if, during the Whitehall team's forthcoming visit, you could bear in mind that Mrs Brown and Mr Rayson, Treasury were not included in the distribution of FCO telno 2007, FCO telno 2008 and Hong Kong telno 3629. Mr Fish, ODA has only seen the first of these. It would obviously be prudent not to make any reference to them.
