1. You have kindly agreed to chair this meeting with
members of the team which visited Hong Kong last week:
Mrs Sandra Brown and Mr Don Rayson (Treasury), Mr David Fish
(ODA). Mr John Kerby (ODA), two other Treasury officials
and members of HKD will also attend.

As background I attach copies of Mr Fish's and the Governor's reports of the visit and other key papers. Treasury have not seen the personal telegrams in the
envelope (the ODA have seen FCO telno 2007 and Hong Kong telno 3872).
Objectives
3. Time will be short (Mrs Brown has an appointment at
1300), and the meeting may be difficult. The Treasury objective is to avoid the acceptance of any liability by HMG in the UK and meanwhile to string out discussions as long as possible. Our objective is to clear the ground as quickly as possible so that Ministers can judge the basic issues
without extraneous distractions. I therefore recommend that
you take a tough line and submit introductory points to make. The following paragraphs explain the approach
