COMPENSATION AND PENSION ARRANGEMENTS FOR
HER MAJESTY'S CIVIL SERVICE (HMOCS)
We spoke briefly on the telephone last week. This is to confirm that the issue of Hong Kong pensions, including the SPOS, did not arise at the Foreign Secretary's bilateral with the Chief Secretary.
2. I hope to take forward the question of SPOS at official level with the Treasury. If other technical discussions are required I shall need to call on you. It is just possible that the Treasury will agree to the SPOS on de minimis grounds. Alternatively they may insist that this issue is only taken with the wider issue of Hong Kong compensation and sterling safeguard schemes. On the wider issue I would be grateful if you could ensure that this Division is kept fully informed as to any technical discussions with the Treasury. It is important that we are involved in direct discussions with the Expenditure Division.
