HONG KONG: HMOCS MATTERS: LETTER TO THE TREASURY
We spoke earlier today about the letter which Andrew Burns will be sending to the Treasury in response to Jamie Mortimer's letter of 24 September.

I enclose a suggested draft reply which covers those areas for which we have been required to provide detailed input, but you may also wish to address the "transfer of assets" issue by way of a pre-emptive strike.

As I explained this morning, a couple of the figures included in the original submission (at Annexe B paragraph 7) have been found to be in error. It seems that the figures have been taken from the sterling safeguards section of Alan Paul's submission to Lord Caithness and Mrs Chalker dated 17 July. Essentially the current year's liability for existing pensioners has been added to the potential liability for the "peak year", whereas the figures stand alone as estimates for 1991 and 2011. I am sorry that we did not pick this up earlier. You will no doubt wish to consider very carefully whether the wording at the foot of paragraph 6(ii) can be further refined.
