compensation and pensions guarantees is addressed in a timely
manner.

We mentioned to you in June this year our concern
that it was becoming increasingly difficult to take this
matter forward in a low-key manner. We are under increasing
pressure from members of our Association to seek to resolve
long standing issues of concern at an early date. Amongst the
proposals being considered are seeking a declaration in the
English courts as to HMG's responsibilities in this regard and
raising the continuing delay with the UK Ombudsman.
As you
know, we are already in touch with MPs on both sides of the
House.

May I reiterate our remarks made in July this year.
As the last serving Members of a proud and loyal Crown
service, we are sure that HMG does recognise our legitimate
interests, and will be anxious to offer the full assurances we
seek. In this regard, we shall be pleased to learn of the
arrangements envisaged by HMG to convey these assurances to
HMOCS Members serving in Hong Kong. We do not expect a
response today on this issue but, clearly, we expect
consultative arrangements to follow the precedents set when
sovereignty was transferred in other British dependent
territories.
