1. Mr Muir has asked, on his copy of Mr Ricketts' submission of 8 October bringing Lord Caithness up to date on this issue, whether there is any

chance of the Treasury seeking to attribute the costs of meeting this compensation/incentive scheme to Diplomatic Wing votes, if for example Hong Kong could not or would not pay. also asked whether there are any precedents eg other colonial pensions affecting Diplomatic Wing votes.

My firm impression all along has been that this is entirely a matter for the ODA, and that to the extent that the Treasury did not produce new money for the full cost involved, any difference would be made up from the ODA's votes. Can you confirm this?

3. If you can indeed confirm this, that raises the question of why you are submitting on this question rather than the ODA, and why Mr Ricketts' submission was not, apparently, copied to the ODA. The more we are seen to be making the running on this, the more the apparent risk of our being saddled at some stage with the requirement to absorb at least part of the costs from our existing baselines on this side of the Park.
