HONG KONG : COMPENSATION/INCENTIVE SCHEME AND PENSIONS ARRANGEMENTS FOR HER MAJESTY'S OVERSEAS CIVIL SERVICE

3. Pressure for an announcement from HMG on this issue is building up in Hong Kong among civil servants and police officers. The outcome of the LegCo elections in September and widespread criticism about our agreement with China on Hong Kong's arrangements for the future Court of Final Appeal may have added to their concerns about their future in public service. The last thing the Government needs is for HMOCS members to start making public expressions of lack of confidence in the Joint Declaration.
