Thank you for arranging for our useful discussion of this subject on 12 November.
We agreed that the next step was for officials of the relevant Departments, including the Treasury, to discuss directly with the HKG the question of a transfer of pension liabilities and related assets from the HKG. Such a transfer might be to the officers themselves, to a financial institution on their behalf, or to the We believed that it should be possible to negotiate arrangements which might meet the interests of all concerned.

We have prepared the enclosed draft telegram which proposes such discussions in the near future. I should be grateful to know if you are content with this.
We look forward to learning when the Governor and HKG propose that talks should be arranged. We are at your disposal. We have spoken also to the GAD whose expert advice we believe it would be helpful to have available to us.
