I submit Mrs Brown's (Treasury) draft telegram to the
Governor, adding some details, agreed with her, about participation and dates.
2. The week of 2 December (when Mr Ricketts will be in Hong
Kong) is difficult for Treasury, but the following week
(when he will be in Peking) is manageable. Perhaps Mr Paul
(UKREP JLG) could look after our interests? Mr Kerby (ODA),
who has discussed with Mr Fish, is content: he thinks it
good news that Mrs Brown will herself be in the team.
Mr Fish is now travelling back to Scotland, and we do not
know if he can manage the week of 9 December, but I think it
worth asking Hong Kong to focus on dates straight away.

Mrs Brown hopes you and/or ODA can fund, or help fund, the travel costs and subsistence of Mr Rayson, Mr Ballantine and herself, a total of 3 x £2340 (Club Class travel and 4
nights' subsistence) ie £7020. She waits to hear what may be possible. (Could you offer to pay half?)

I have marked the telegram "personal for Governor" because of the bad effect it would have on the morale of any HMOCS officers who see it. I hope we can rely on the Governor to make no reference to previous telegrams.
