The Airport Authority
A B 1. Mr Allen is the Chief Executive of the

Provisional Airport Authority, the responsibilites of which
are confined to the airport platform and all that is to be
built on it (ie excluding other infrastructure parts of the project such as bridges and roads). Once the Airport Authority proper has been set us that body will assume
full responsibility from HKG for the award of contracts.
The purpose of his visit to London (and previously Australia and Japan) is to give Ministers and others an overview of the project and encourage financial support. Mr Heaps telno otter 169 gives good coverage of the main areas, key points summarised below.
First Major Contract

The first major contract which the PAA will award is for airport site preparation involving excavation and reclamation at Chek Lap Kok Island.
The contract is worth
HKD 9.5 bn. Tenders will be invited in November 1991 with March 1992 and September 1994 as start and completion dates. It is expected that about 6 groups will seek to pre-qualify for this contract. The deadline for revision of groups was 30 August. Criteria for pre-qualification will include
