that Chinese companies had joined consortia in which British companies were involved. Mr Allen explained that invitations to tender for the platform would be sent out in November. The contracts would be let within six months. Priority would be given to reliability and a track record for finishing on time over cost. For both political and economic reasons it was essential for the airport to open on schedule.

In answer to a question from Lord Caithness Mr Allen
admitted that there were problems over traffic control in the potentially congested air space between Lantau and Shenzen. He was concerned that discussions with China had not yet started.
He had met Lu Ping the previous day and had offered to come to Peking to discuss the issue. Lu Ping had accepted. Agreeing satisfactory air traffic control arrangements would be more important to the success of the new airport than, for example, making progress on ASAS.
