GOVERNOR'S DESPATCH OF
Lord Caithness thought that the Governor's despatch should be brought to the Prime Minister's attention separately from the briefing pack. The Minister also thought that it would benefit from the addition of the comments from the department and Mr Burns. Mr Cox has now submitted a draft PS letter to PS/No.10. This takes account of all the points that Lord Caithness wishes to put over.
