PADS_Tenders

I noticed that in a couple of recent telegrams the FCO you seem to be suggesting that the Hong Kong Government and the FAA are giving the impression that it would be to the advantage of consortia bidding for PADS projects to include Chinese mainland companies.

I accept that some local newspapers tried to put mischievious spin on Richard Allan's answers at a press conference to suggest that he was going out of his way to accomodate the Chinese. as to whether the presence of Chinese companies in a consortia would be an advantage, I am on the record as sa that we believe in 'level playing fields' and there is no question of favouring Chinese companies.
