But if matters go badly awry in the Airport Committee, Ministers may need to be brought in to discuss the matters directly with the Chinese: perhaps through the six-monthly meetings between the Secretary of State and the Chinese Foreign Ministers.

Experience has shown in other areas that the sooner we are able to advise Ministers on the full details of potential difficulties, the more likely it is that we will reach a quick and common view of how to tackle them. This is particularly true as we discussed in Hong Kong, of the tendering process itself.
